Lincoln has written a number of articles for Counsel magazine. He also lectured to the Police Senior
Command course at the Bramshill Police College and recently delivered a lecture on slavery to the LSE.

Lincoln has participated on numerous programmes on radio, including Radio 4 series Points of Law and
Nick Ross, The Commission. Recently, he appeared in BBC1 “You be the Judge”.

Public Access
Lincoln is qualified to undertake Public Access work. This scheme permits members of the public to
instruct directly, a barrister trained to do such work. Lincoln is also a former Vice Chairman of the Access to the Bar Committee.
Advocacy
Lincoln is a trained advocacy teacher and delivered the first advocacy training course in South Africa under
the leadership of the late Michael Hill QC. He, together with a team of trainers also delivered the first
advocacy training course to the Trinidad and Tobago Bar Association.

Employment
Lincoln practices extensively in employment law. Lincoln has been a part-time chairman of employment
tribunals for more than 10 years. He has represented the Council for Legal Education (CLE) before the
Commission for Racial Equality in cases involving allegation of race discrimination by students undergoing legal
training. He also acted for Police Officers against the Metropolitan Police involving cases of race discrimination.
He appeared in the Court of Appeal in the case of Anyanwu v (1) South Bank University Student Union (2)
South Bank University which concerned the dismissal of a student from his post with the student union and his
subsequent expulsion and ban from the University campus. He recently represented Fund Managers in a multi
million pound claim by an employee following his dismissal from the company.
Race Relations
Lincoln is a former chairman of the Bar Race Relations Committee and was for many years a Commissioner
with the Commission for Racial Equality. He currently advises the government on a range of matters concerning
issues of race.
Education
Lincoln’s work in this area includes considerable experience of representing university students and teachers
before the Independent Adjudicator (formerly the Visitor), at university; he appeared in Penrose v University
of Salford which concerned a refusal by the university to allow the student to progress to the year above.
He also appeared before the Academic Board in Crawford v University of Manchester, which concerned
a successful challenge by a student relating to the class of degree he, was awarded. In the High Court
he appeared in Hinds v London University, dismissal of a professor and in the employment tribunal and
employment appeal tribunal for lecturers who felt that they had been discriminated against on grounds of
their race.
In addition to his practice, Lincoln was a member of the former Inner London Education Authority. Before,
being elected he chaired the Authority Teacher’s Disciplinary Panel.
For a number of years he was chairman of the Learning and Skills Council, Appeals Panel, for student with
learning difficulties.

Lincoln is a trained mediator with The Oxford Centre for Higher Education Policy Studies (OxCHEPS).

Sports
During his time as a member of the British Boxing Board of Control, Lincoln presented cases on behalf of
the Board, concerning breach of disciplinary rules and “Doping cases”. In football he advised a Premiership
footballer, with dual nationality, as to his eligibility to represent the national team of one of the countries
whose nationality he held. In cricket, he advised in the production of the cricketing programme Cricketing
Legends. He also appeared for Clive Lloyd the former West Indies cricket captain, in the High Court in
a libel claim against News (UK) Limited; also in the High Court he appeared in Hamilton v Lawless, which
concerned a breach of contract. He was the UK legal representative for the World Boxing Council. Lincoln
is also a former chairman of the Prince’s Trust Sports Committee.
Arbitration
Lincoln is an approved assessor for the Sports Dispute Resolution Panel (SDRP).
Public Law and Disciplinary Work
Lincoln has appeared in numerous cases for local authorities concerning public law challenges relating
to housing and benefit payments. He is particularly interested in public law challenges in the areas of
education and health. He acted for P (an employee) v London Borough of Lambeth, in a disciplinary tribunal
in a case concerning non-compliance with an important code of practice.

1996 Homicide - Chairman of Inquiry into the care and treatment of mentally ill patient Martin Mursell.
1997 The Crawford Report - an in-depth analysis of the employment, procedures and practices of the
London Borough of Hackney.
1998 - Chairman of an investigation into discrimination against the mentally ill on behalf of MIND.
2000 - Review of the employment policies and procedures of the British Council.
2000 - Reviewing the employment practices of a NHS hospital in particular the effectiveness
of its Equalities Policies.
2001 - Investigation into the fairness of Barnet Council schools admission policies.
2002 - Investigation into the employment practices and risk issues within the Paediatric Consultant team
of a Primary Care Trust.
